To advance local governance, empower key sectors, and foster further development across the governorates of Sulaymaniyah and Halabja, as well as the Raparin and Garmian autonomous administrations, the Vision Foundation for Strategic Studies has commenced the formulation of a comprehensive, detailed plan.
At the beginning of October 2026, the Vision Foundation launched its initiatives aimed at strengthening all primary and vital sectors within Sulaymaniyah and the autonomous administrations. To this end, the foundation conducted 12 focus groups covering 12 distinct priority areas.
These focus groups addressed: health, arts and culture, youth engagement, employment opportunities, women's empowerment, civic engagement, tourism, livelihoods, water and climate change, education, local governance, and banking and financial services. Each focus group brought together sector specialists, experts, and relevant officials.
In parallel, and as an additional implementation phase, the foundation’s field teams have begun administering public opinion surveys across the various sectors to enrich and substantiate both the research findings and the focus group discussions.
The ultimate objective of this Vision Foundation for Strategic Studies project is to transform public demands into data, data into decisions, and decisions into actionable results. These findings will subsequently be submitted to relevant stakeholders to serve as an evidence-based foundation for sound governance.
