Establishing a Mortgage System in the Kurdistan Region; A strategic roadmap for reactivating the housing and financing market

Real estate is one of the main sectors of the economy in the Kurdistan Region, and it is closely related to other economic sectors such as industry, commerce, banking, labor, and taxation. Any retardation or development in this sector will have immediate and direct repercussions on the entire range of other sectors of the economy.

The Vision Foundation for Strategic Studies (VFSS) held a consultative meeting in Sulaimani on April 11, 2026, with the participation of 54 investors in the housing sector, representatives of banks, experts, and relevant government officials. The main subject of the meeting was the design of a system of finance for mortgages in the Kurdistan Region.

The main aims of the meeting were to discuss and consult on the establishment of a credible and fair mortgage finance framework/mortgage system, encouraging banks to actively participate in the housing financing, striking the balance of the housing market, strengthening property registration systems, unifying information standards, and encouraging investment in affordable housing projects.

This study provides a comprehensive assessment of housing finance in the Kurdistan Region. The main topic of this discussion is to explore the reasons why the Kurdistan Region, despite the existence of investment laws, housing projects, high demand for affordable housing units, and a property registration process, has not yet developed an effective mortgage finance system.
