To identify key obstacles facing local governance, outline future steps, and develop viable legal and administrative solutions, the Vision Foundation for Strategic Studies brought together a prominent group of local officials, experts, and relevant stakeholders. The meeting featured in-depth discussions aimed at drafting an actionable roadmap to strengthen local government and foster broader development across Sulaymaniyah, Halabja, and the autonomous administrations.
The focus group, titled "Local Governance," was held on Thursday, October 8, 2026, at the Vision Foundation for Strategic Studies. Participants thoroughly examined the administrative barriers hindering progress across the Sulaymaniyah region, proposing and analyzing tailored solutions for each issue.
Several attendees emphasized that bureaucratic routine and centralization continue to impede administrative workflows and project implementation in Sulaymaniyah, Halabja, and the autonomous administrations. They underscored the need for legal remedies to dismantle these hurdles and enhance public service delivery. Furthermore, the strategic role of provincial councils was highlighted, along with a proposal to hold provincial council elections in the Kurdistan Region next year in conjunction with Iraq's nationwide provincial elections.
These deliberations and focus groups organized by the Vision Foundation for Strategic Studies will culminate in a comprehensive, action-oriented plan to advance Sulaymaniyah's planning, administration, and overall development.
